We still may be really. Again, the TV money has to be accounted for when taking into account spend, as well as player sales, which is often lost for the headline figure of "Everton have spent X amount."
But yes, things are looking up. We're now at least seeing concrete evidence that he isn't an out and out asset stripper, and at the very least he's enabling the release of funds to improve the squad. But it'll be a few years yet until we know if this is long term or temporary 'investment', for want of a better word - whether it goes Randy Lerner style wrong or the interest is sustained.
And, of course, the big one is seeing work begin on the stadium.

I don't think we're especially negative - we've just been burned by Bill "Watch This Space" Kenwright over the years, so we have a 'believe it when we definitely see it' attitude, which is healthy.
