Salary cap will never work in the richest leagues as the richest clubs will still attract the best players by paying them in unaccounted bonuses and show only a nominal figure to the authorities to keep within the cap rules.
Man City even did this. They secretly paid Mancini bonuses through their nebulous network of companies.
 

Football is one of the only industries where the people making the product get a proper share of the rewards.

This is true but the players are getting the rewards and some still end up being part of relegated sides that usually leave the clubs in a desperate situation. The ratios are still wrong and the less they are paid the less that has to come from fans where tickets cost more than going to the theatre where you could have hundreds of performers and staff to make the show happen. People might go to the theatre once a month (and even that I would say would be rare) but football fans are expected to do that 20 odd times a year.

Players should still be the most expensive part of running a club and like I say, no problems them earning lots of money, just not stupid amounts and agents fees should be capped to small percentages. That way there is no need for clubs to go out of business and excess money can be used to invest in all the leagues and not just the PL.
