Baby on board signs in cars... What are they there for? Does it mean if I see one I need to drastically change my driving behaviour or Is it more to do with advertising the fact that you're fertile?

People using filter lanes more as a way of jumping a Que.. a filter lanes is used for moving traffic. Not for stationary traffic and motorists to drive all the way down a massive que to then politely (like a bell) flick their indicator on.
