Right back penalty takers

Right footers are usually miles better with their weaker foot too. Just one of those things, I still don't like left footed penalty takers, sorry Leighton.
 

It's about selection bias coaching at youth level. Lefties are more rare so if you're half decent left footer, the coach will want you to play in a specialist 'leftie' position (either left back or left midfield). If you're right footed then you would be assessed as to your best position (ie anywhere on the field).

A leftie who might otherwise been a striker, number 10 or midfield general ends up a left-back to solve his coaches left hand side problems.

Whereas; Right back is where you end up if you haven't the technical ability to play further forward or the physical attributes to be a centre back.

Of course there are lots of exceptions to this but by and large, that's the reason.
 

Right back is probably the least skilled position in football.

(Being a right back myself I can confirm this)
 
I think Andoni Iraola has taken a fair few at Athletic Bilbao. I'll have to check.

It does seem at first glance that left backs are generally more technically gifted than right backs though.

As for attacking full backs, It's a recent phenonenon having both sides. The first attacking fullbacks I can think of would Facchetti and Carlos Alberto with Breitner following the trend
 
Palace RB and skipper in the late 60's was John Sewell. He took our pennos, scored from one at Old Trafford once, a bit of a comedy effort that was featured on MOTD. His (well deserved) nickname was Shovel.
