I'm not sure that's always true. Where you are in the pecking order still plays a big part. And there isn't a set-price for a certain calibre of player which guarantees you get them. If Dzeko had wanted to leave Roma and was willing to come back to England then we'd have had to pay more than a London based club in the CL - Even Man Utd had to pay through the nose in agent's fees and wages to attract players when they dropped out of the CL for a season.If you can afford their fee and wages, you have a good chance of getting that player.
The club has to be an attractive proposition as there are a lot of clubs who have the funds necessary to compete at our level of signings. The likes of Sigs came to us because we probably offered more money than Swansea and there was no competition for him from clubs higher up the food chain. I'm not sure it ever looked like we were signing Giroud. Paper talk had us interested but there was always a huge amount of doubt as the player himself seemingly had little interest regardless of money.
If having money for signings was the be all and end all then all the best players would have been in China a couple of years back.
