Now, I don't know all the details here, but this sounds like a good deal by the EPL. Investing money into the lower leagues is good for them as football at all levels in the country is important.

Of course, that is probably just the reaction they want, and this is really a crappy deal for the Football league.

hmmmm, there still is that phrase "parachute payments". A phrase I detest. It means you get the jump on everyone within that league that you are relegated to and have more chance of being able to afford to keep going with your higher paid players and get promoted faster. I really do not agree with them. I am sure that these lower leagues were receiving monies anyway and they have just renamed the payment procedures, to make it seem they are actually doing something active.
