Marco Van Basten must have been on the sauce !
If it's for every yellow card then it would be ridiculous. For certain types of foul e.g. 'professional fouls' to stop counter attacks it could possibly work. They don't deserve a straight red, bit early a yellow card isn't enough to so players doing it. Equally if a player dives, it could also work as a punishment.http://www.bbc.com/sport/football/38824937
Sin Bins up for discussion. Think it is a crap idea personally. Don't want anything to do with it. Why should a team go a man down for a foul? Especially when it could be unintentional. Load of crap.

Scrapping offside has always intrigued me. What would be the problem with doing that? Offside almost works as an additional defender, by converting the least advanced defender into a defensive line across the pitch. Removing offside would mean defenders have to mark more closely, I can't imagine it leading to goalhangers, but it would probably lead too much higher scoring games.
