I knew United and City would vote against as they both have unlimited money but Villa! What the actual....?

I believe it's 'anchored' to the same amount. I await details or a breakdown of the proposal to make my mind up. If City and United are against it then there's probably a nugget of merit in it.

How will it work?

My guess is that there will be the same spending cap applied to all clubs, then there will be massive loopholes that the richer clubs can utilise to continue to spend more than the less rich clubs and therefore continue the status quo of the league being run by a select few clubs rather than the governing body.
