Why would you need an app to phone someone. You literally have a phone in your hand already.

No but I have a really good idea for one called iBooty and it basically tells you all the local car boot sales in the area, although I am aware through @Joey66 that his may destroy Christianity

How experienced are you with programming languages?

Android Studio (part of IntelliJ IDEA Community as a plugin also) is a free development tool (an IDE - Integrated Development Environment) but you should know at least the basics of Java if you're to do anything in it. If you're after simple tasks/apps - start off with the plethora of youtube tutorials to do something simple/similar and extend/expand on it via experimenting and reading or do a quick udemy course for more in depth learning.

For iOS - no idea as I've not done anything for it personally, but there are cheap courses (or free, youtube again) that will go over the basics for Swift/iOS development.
