What's wrong with a hot water bottle, or selling off some of your assets, or better still, just retire to a small bungalow in Bournemouth.

Two things

1. As if our current government has earmarked monies for such causes (unless they're putting it aside for just before an election)

2.if they are, then its probably no more than the winters heating bill probably around 4 grand or something.

Ahhhh labour government back then. Hence an actual amount.

Share that with schools etc and it's still a trivial sum, nationally. Costs more to get a preferred contractor to fill a couple of potholes.
