If the WHOLE world (which it is, lets be honest) thinks he is over-rated then they mean he is [Poor language removed]? Don't they? He isn't poo though is he? Therefore he is underrated. I'M SO CLUELESS.

Also, just because you're overrated doesn't make you rubbish. For example, Rooney is overrated. Does that mean he's crap? No it means he's not as good as people say. Oh, and yes, Jack Wilshere is poo.

I think to be considered overrated a player has to be talked up by the media a lot and a certain sector of the fans. I don't think a manager or two trusting a particular player really rates as overrated. So P. Neville and Bilyaletdinov can probably be erased from the list.
