Seems like a lot of good ideas there, I've always been in favour of introducing a sin bin and only allowing captains to talk to refs. This guy would be ideal if he proposed the introduction of more technology and video evidence review during games but even if he doesn't he must be better than that dinosaur Blatter.

bring in retrospective action for diving ffs!

should definitely be captain only who listens to the ref, ease the pressure on them.

But i love how he announces he wants to run for the position, then someone asks 'if Blatter runs again, could you beat him?' "Well OBVIOUSLY no". Why the announcement then!?
 

I dont think his 2 or 3 minutes in the sin bin is right at all. It has to be more substantial than that. 15 minutes would be the right balance.
 
There does need something done about the red though. It should only ever be brandished for horrendous feet up tackling and violent behaviour. They're a curse on the game when they deny everyone a competitive match (especially given early on) for a couple of poorly timed tackles.

This has to be the simplest thing to introduce, and would remove all the crowding the referee rubbish. Much less aggro and chances for pettiness from players to ref, or ref to players if they speak to the captains before the game and only really deal with them during.

My personal preference would be that player gets sent off, but he can be replaced so you don't drop to 10 people like under a red. Also require that the sub counts against the team allotment, to further discourage 90th minute shenanigans.

Yep. 2 or 3 minutes would make no difference, well hardly any difference that is. 15 minutes might also make a Manager have to make subs he wouldnt like too do, like a Goalie gets an orange, the sub Goalie would have to go on. Would be quite good that.
 
I like some of his ideas a lot actually. Especially these:

Quotas for foreign players

Implementing rugby's rule where only the captain can talk to the referee with a free-kick advanced 10 yards for any dissent.

Abolishing the 'triple punishment' rule where a player who prevents a goalscoring opportunity in the penalty areas concedes a spot-kick, is sent off and also suspended.
