Would be fine if the officials learned what they were.

Changing the rules won't really change the actual problem, which is interpretation.

You're never going to get 100% correct calls when it's down to a split second decision which can be extremely difficult to judge. It's all well and good people jumping on linesmen after the fact with slo-mo replays and nice camera angles but that's not what the linesman sees at the time. Not even close.
 
Each side would gamble a number of men staying in the opposition box at all times and the goalkeeper and his kicking become your biggest offensive weapon.

What about the blatatantly bad calls, like the one against us at, I believe, Wigan a few seasons back. What about consistent application of the handball rule? What about a consistent application of penalty calls for the grappling defenders do in the box on set pieces? How about calling the foul, regardless of who the "victim" is (see Ferguson, Duncan or Fellaini, Marouane). You're right, interpretation seems to be the problem, only most officials also seem to need an interpreter.

might it not spread the game wider as defences drop back to mark the goalhangers

Dropping the defense back to cover the goal hangers will open up space everywhere-except where the goals happen. Football would become basketball, where the midfield is conceded to allow the defense to pack it in closer to goal. It would be absolutely terrible to watch, strikers would hate it quite honestly.
