You genuinely cannot tax that effectively.Smokers pay enough tax and that ought to be the price they pay for the insurance policy that is the NHS.
A tax on horribly dangerous foods should help pay for sufferers of related illness.
Don't smoke, don't pay for it.
Smoke, pay.
Eat well, don't pay for it.
Eat loads of trash, pay.
