Is there actually anything in the rules about them doing this? It's a loophole that needs closing for sure, but until then what's to stop them from exploiting this to the best of their abilities?

Does being an agent for a player who is in the opposition team playing Wolves count as a conflict in interests?

Not sure but its obvious Mendes is going to take his clients to the club whos owners only a stake in his firm.

If Usmanov gives us massive stadium sponsorship deals and UEFA/FA kick off I would point at Man City / Wolves / PSG and demand they be dealt with in any way that we are.
 

Times today quoting Raiola:

Goes on, of course, to say:
“Paul needs a team and a club, one like Juventus”

Nothing like stick the boot in but he seems content to leave Kean here at Everton now Don Carlo’s hand is on the tiller

Personally I think these agents are too powerful and need curbing but how?
Easy. Agents should only be allowed to receive payments from their clients (the players) preferably a percentage only of their weekly wage, not signing on fees. And clubs should be barred from making any payments to agents. Clubs to be forced to sign up to an "intent" agreement with major penalties for bringing the game into disrepute to avoid loopholes.
 
Pretty simple really...

If the PL/FA cap agent fees, said agents will advise their assets to play elsewhere.

It's got to be a UEFA/FIFA thing or it'll never work.

It also needs to be compatible with European laws on restraint of trade. Don't think it's a simple matter of infantino issuing a decree.
