Apparently there is far more to it than that. Croatian FA is massively corrupt and being run by a very shady character who used to run Dynamo Zagreb. He's been in and out of courts for corruption but is well-connected and has gotten away with a lot. Apparently at Zagreb he would force young players into signing a personal contract with him before allowing them to be offered a professional deal.

What's interesting is that is what I've been hearing from actual Croatians and then you have Bilic (Ex-Croatia manager who was probably aware of the corruption at least) on the BBC trying to play it off as being as simple as the fans from Split being upset that they don't get as many Croatian games as Zagreb does.

Sounds like the Croat fans set out to sabotage their national FA because they're angry about the treatment of their clubs?

It was Dynamo Zagreb fans. They are protesting against their FA for a few years (abandoned match in Italy, swastika on the pitch at home game) - they are doing everything to hit their pocket by uefa fines
