Yes of course we were the richest club around for a time. But the gap wasn't the same. you can't deny that scale does come into it at some point. That's the reason you do more time for stealing 2,000 pounds worth of jewelery than for stealing a loaf of bread.

Kind of a sad inevitability with city though, they are going to win it all you know, the prem is just a start. Ace for their bellwiff fans but you know just kinda sad is all.

What exactly are these financial fair play rules and when will they come into place?
Nothing and never. I think the "rules" technically are in effect now but it will run for three years and you have to be balanced by 2014-2015 to enter the CL. Of course when you can sponsor yourself the whole thing is a pointless joke.

UEFA should just take a hard line and introduce a team salary cap, but they won't because it isn't in the interests of the sponsors who keep the Champions League running.
A salary cap is what turned the NFL from the third or fourth biggest sport in America into a complete undisputed # 1. Aside from the team sponsored by themselves I don't know why sponsors would mind emulating that. Certainly hasn't seemed to hurt the NFL's revenue generation. Oh wait this is football so any change is bad -- we can't even get goal line cameras or a sensible off-side rule so a salary cap is insanity.
