2 things - I think it was the person filming the TV who zoomed in, rather than the ITV cameraman

And secondly, if you look closely you'll see that the motorcyclist has already skidded and come off the bike before they hit the pedestrian. They don't appear to be going at a great speed, perhaps 15-20mph, which is fine.
