Firstly 'stars' is a bit far. Secondly, English people arent great on the uptake on foreign languages, and I dont reckon a career abroad is so enticing, either cut it in the English/Scots Leagues or give something else a try.
IIRC Rooney was scouted in the under 16's by both Milans. I think kids with talent here usually have clubs already with hooks deep into them, and the rules about compensating clubs for bringing youngsters through might have put off the old deals on the sly for poaching players.
 
A lot of it is because the foreign clubs don't pay as much as the premier league so there is no need for th English players to move abroad as all the money is here. I think it would be a different story if say for example seria or la liga had the money the premier league does and the premier league had little money.

Excellent thread, often thought about why more English men don't play abroad, and are not trying to play in better leagues than the shiny glossy, PL, Germany, Spain obviously & even Italy should be tantamount to a players ambition.
 
British managers and coaches dont seem to do a lot abroad, theres only the academy Hoddle runs in Spain that strikes a cord. And big name managers that have ventured abroad have done so after success in Britain in the first place (Robson specifically).
 


1. They're by and large not good enough.
2. The wages at Premiership level outstrip that of most other European leagues, even for middle of the road clubs.
3. English players often cost twice as much as, say, a Croatian of perceived equal talent.
4. Past English players are perceived to have failed abroad, or at least not shone. McManaman, Owen... It applies to all UK players too - Mark Hughes was atrocious at Barca/Bayern. The odd one or two who do succeed to a degree like Beckham and Lineker are never "legends" at the club in the way a Drogba is for Chelsea.
5. English people are notoriously bad at settling in abroad.
6. Youth players from England are poorly trained in the technical aspects of the game, and thus don't suit Spain etc.

Probably another ten reasons as well. Everything all comes back to the first point though.

Platt and Gascoigne and Hargreaves excelled abroad. Lineker was played as a winger (Henry syndrome). What I find difficult to get my head around is Britain as a whole producing some pretty darn good defenders and yet none going overseas. Irwin for instance.
 
It depends what you call abroad, you'll find weak standard leagues like malta, iceland, sweden, singapore, new zealand, usa, south africa etc are overflowing with conference standard brits. It's the top leagues where it's rarer.
