Crime rates are measured per capita, so overall population isn't an issue.

liverpool city has a bigger population than manchester, greater manchester is twice the population of merseyside but is miles bigger , bolton ect that used to be in lancs, but as the post says cities we are infact bigger,

I think Liverpool's 'gang underworld' is a lot better hidden from the general public than in most places. Affects the average man less than in Manchester or London,
say.
