Is the declining fertility in the UK a cause for concern?

Supposedly the UK has been facing a decline in fertility rate but I have no idea how true this is, because it doesn't seem that's the case. But let's say this claim were to be true, is the declining fertility rates a case for concern? This will definitely affect the future as the population will decline and so will the labour workforce. Is this a big problem? Should women be encouraged to have more babies?

If less babies means less knobheads like you then I'm all for it.
