Thats totally wrong.

The offside rule existed in the first ever football league season, but it was stricter - ie you needed 3 players (including the goalkeeper) to play you onside.

They made it more lenient a few seasons before Dixie scored his 60 by reducing the number of players to 2 (ie the same as today without all the extra active/inactive nonsense that was introduced a few years ago)

Changed it in 25 so you're right.

Still meant he had to make the adaptation, an adaptation which others didn't make as well at the time and has scored the most league goals ever in a season barring some bloke from Hungary.
6th European all time goalscorer in one season with 63 goals in all comps in a era where international games were rare and there was just the FA Cup.

Formations have changed a bit now, used to be very common to play with quite a few forwards and less players at the back.
