Iphone help please

My son has just bought an IPhone 7 and we want to allow him data access, but not calls or texts.

Cant find any sim cards that are data only (they allow calls but charge for them) and cant find any settings on the iphone to allow data but not calls and texts.

Basically he spam calls/texts everyone for ages, he literally cant stop it.

Any advice anyone?

Obsessive/compulsive behaviour is a sign of poor emotional health.
Rather than trying to control the iPhone, perhaps you could try to help your son get over his difficulties by finding the reason behind his behaviour ?
Communication between children and their parents has been seriously limited by smartphones, I binned mine years ago when I realised the damage they do, I´m sorry to hear you are in such a difficult situation and I hope that communication can be the solution as well as the problem.

He is adopted with FASD, ADHD and several other issues as happens, you are quite right and we have heavily invested in the PACE approach to parenting and schooling, however one thing that really assists him is his love of both music and technology.
He's only 10 but uses music as a means to drown out the outside world when things get too much. Also it's a way of bonding with his freinds and is surpising useful as a calming influence (in small doses, the falloutfrom too much exposure is epic).
Unfortunately he has a specific bag that he carries and refuses a bigger one that can take a tablet hence the need for a phone, and whilst others have mentioned that he can what'sapp, for some reason he doesn't really bother with it, or facetime unless it's pre-arranged.
Calls and messages however he struggles to stop with and spams anyone who will give him a phone number when he gets access to our phones, so we cannot give him a sim card. Seems odd there is no way to just get data and not calls on a phone but we will think of something I am sure.
 

Why didn't you just get him a tablet?
I know mate, seems a logical comment, unfortunately it's not quite as straight forwards as that.
He has a tablet already, which he uses very occasionaly around the house, but he won't take it with him anywhere.
He has issues which is preventing him from associating the tablet as being the same as the phone, he uses the same programs, but can't comprehend his Ipad being equal to the phone amd capable of playing music outside in the same way. It's tricky to get to the bottom of as he can't explain the reasoning (maybe it has a little more hiss or bass or something he just can't deal with). Also it won't fit in his bag, but that's a whole new issue :)
 
It´s interesting to hear that he loves music, it has such therapeutic qualities, and playing an instrument is a wonderful way of finding expression.
Is there any instrument that might capture his interest ? I sometimes think ukuleles should be available on the national health, and I hope for your sake it´s not a drum kit, but maybe something would give him an outlet for his creativity ?

He has taken to calling himself TJ the DJ because he loves DJ'ing, even at 10 and with all his issues, he's finding his own way of making music, unfortunately the learning side of actual instruments is too much for him. But he is starting to show interest in mixing and the likes and he likes garage band too.
