I blame the teachers.....

Couple of things about saying Parents should be educating their kids....

The parents may have little or no knowledge of the subject, such as a language or a technical subject or even history or Geography as the child may be at a higher level than that attained by the parent at school, or the parents themselves may not have been the most gifted at school. Code: Not so Bright.

If the way a subject like Maths is taught gets continually changed then when you try to help them you just get blank looks, as you've learnt a complete different method, Answer=Same but when they have to 'show their working out' then it isn't the same as what they want to see.

Home schooling can work many ways - its a bit myopic to think just in terms of mom & pop trying to teach their own kids the ways of the world. Parents can group together, private tutors can be hired, etc etc.

What you mean, like an.....errrrm.....school?

This is sobering, and true of many developing countries. I have nieces and nephews in Vietnam who get up at 5 or 6am each day to do their chores before a 2hr trip to university. For them, the idea of pissing your way through school and not getting the most out of the education opportunities that they that they have is anethema to the idea of living. Life is immeasurably harder over there, but they just get on with it, and the country has improved immeasurably in a relatively short time because of this sort of work ethic.

Yeah mate when I arrive at school at about 8am the kids are already here sweeping the corridors and mopping the stairs. I knows some are travelling long distances of up to two hours to get here as well. Seems to be the same ones so I think it may be a punishment hahaha. Also in the more well off schools all the students go to hagwons (academies) after school for upwards of four hours to do extra studying. The government had to pass a law barring them from opening beyond midnight as kids were staying until 3am!!! Mine are the opposite they come from poor families so they are out doing part time jobs after school to do their bit, or drinking as some times the older ones complain of hangovers in class hahaha. Maybe the latter does give some hope for the west though Koreans are piss heads and a lot of my students checked out years ago that's why they're at the lowest school in the city.
