Good for them like, but the people I know that have lived there have never once commented on its culturalness. Is the award to help develop culture in a place or to celebrate that which exists?

Bit of both.

We benefitted from it a bit, if not through jobs at the time, certainly through an expanding economy now (fastest growing outside London).

Glasgow may have felt more benefit in 1990 from it, though. Good on the whole though, provided the residents embrace it.
 

Loads of people from Hull on Twitter kicking off at people making bad remarks about the selection. Saying things like 'have you ever been to Hull, its great'.

No, no one has been to Hull as there's literally no need.
