yeah i read about this a while back, i think you have to be a builder or something cos they want you to do the house up yourself and you must live in it you cannot do it up and resell it.
 
Think they've all been snapped up by developers, happened a while ago. You'd have to pay me a lot to live in Toxteth

Live in it for 5 years.. First time buyers..
An opportunity to transform a run down area..
If it came off, what an earner !
 
Wasnt that as a result of Prescotts "pathfinder" scheme, that like most things he got involved in, fell apart at the seams?
