Some might say that if he hasn't secured investment into the club, not put a plan to move grounds/update goodison (delete per personal preference) into action, then he has not tried hard enough.

Tbf tho, none of us know the actual lengths he has gone to to achieve any of these things. Many people think he has not done enough, that he talks about looking for investment, but doesn't really follow through on that talk, but it's very difficult for us to know the truth of the matter.
