Never heard of it.
Something like PayPal I suppose. Saw it just this week in gmail, tried it out this morning with a friend. Looks like this:

I used it one for payment of festival tickets about a year and a half ago.
Didn't think anything of keeping my card on there but in Jan this year, some loser hacked into my account and treated themselves to £200's worth of magic coins for some online fantasy game in Japan. Got the money back straight away and google did tell me straight away that there were some weird transactions, could have just been unlucky.
