First time we went we hired a car but the second time we never I didn't think it mattered too much, our hotel had shuttle transfers. It depends if you're a confident driver over there, my dad wasn't and actually we ended up driving the wrong way down a road! Only bad things about the shuttles is you're on someone else's time plans. If you stay on International Drive you can walk to Universal that's what we used to do not far at all. I stayed in Best Western Movieland the first time which was great for everything. The I Trolly can also drop you off at Seaworld.

Found a hotel that does free shuttles to all park and an i trolly close by for the Malls.
