A mate when I worked with in Greece .... an Olympiakos Fan from Thessaloniki told me that he'd been on euro away trips that had been funded by the club, a plane load of hardcore fans all free of charge to give them support, he had the front page of a National Newspaper with mugshots on including his, as they rampaged through I think it was Vienna and did a smash & grab at a Jewellers (said he got an expensive watch) he said that although they had plain shots of them all none of them got prosecuted as the Club President had 'made it go away' & they were all booked onto the next away day. They used to have free travel to all games & free reign to go wherever they wanted in the stadium.
Reckoned it was quite the Norm over there in 80's & 90's.

Similar thing happened in the past with Real Madrid ultras. They even had their own room in the Bernabeu where they stored clubs and knives.

Remember seeing that the ones in milan had their own set of keys, which goes half way to explaining how they managed to get a scooter to the upper tier to launch down on those below.
