My dad is a scout now for Sunderland. Previously a scout for 20 odd years at Portsmouth when they were in the prem and then Brighton. Followed Poyet to Sunderland. We are both blues though.
Anyways he's scouted kids football and was paid a salary so its defo different at different clubs. No commission, nor was there a problem attending any tournament he wanted. In fact most came from invites from the specific clubs or tournament runners. He used to get the decent ones locally into Brighton/ Portsmouth 'soccer schools' as we live down south. That was a better system in my opinion. Scouted right up to 1st team and never had a commission for players he found. He's also scouted up and down the country. No way would they limit themselves to the area the club is based. Yes there would be a heavier influence of northern scouts in that area but it can actually be dependant on where the scout lives. For example my dad being a southerner had a heavy influence down south, but for northern based clubs if that makes sense?! This was years ago. Now he's expected to cover nearly every mile in the country & go over to European tournaments etc. Modern day scouting is far more detailed than even 5-6 years ago. He completes match reports too so the manager can asses these before playing that opposition. I find it really interesting actually. Don't think they get enough credit from a wider audience. Within football they do, hence why we lost our best scout to Chelsea. Anyways thought I'd throw my two pennies worth in!
