If it's the same as Rugby League, then it's simply very similar to a loan from another club, usually a bigger club, loan a player to a smaller club. But this player can be recalled to his owner club, at a moment's notice, due to injuries etc. Really it suits both clubs as the said player must play a certain amount of games, whereas he isn't/ wasn't getting enough game time as he should at his own club. That's my take on it, unless Dual Reg, is another name for a multi.
