Seen no evidence of that from Southgate at all. The latest squad included players from Burnley, Bournemouth, and Villa, and he picked Keane and Rice ahead of Gomez and Winks.
The Wan-Bissaka selection on it's own is questionable in the same way Barkley's increased involvement since moving to Chelsea is in that the only thing that changed was their club. Both are more or less the same player but switching clubs made them good enough.

Barkley has 31 England caps, 22 of which came while playing for us. So really you're just digging a deeper hole.
 
Think Wan Bissaka would have been in the squad if he was still at Palace, played for u21s so natural progression. Hopefully Grealish might get a chance in the next squad.
