As Bryan says above, there are multiple ways around this, and its a non-event anyway. There's no legal powers being set up beyond what's already available (and rarely if ever acted upon), and your looking at four letters and then nothing, the worst that might happen is your ISP might block access or cut you off, but they can do that anyway. In fact the ISPs seem to have told the BPI to do one in terms of handing over customer details for downloaders. Total waste of time.
