Anyone here able to help with some basic CSS?

It's our Archibald Leitch Design across the forum.

This;




This was easy to achieve with;

.block-minorHeader,
{

    background-position: 20px;
    padding-left: 0px;
}

.block-minorHeader a {
    padding: 2px 15px;
    font-color: white;
    background-color: #003399;
}

... But I can't work out how to show the text when it's not a hyperlink;
