With Chelsea and Liverpool out, and City and Arsenal on the brink.
If they did get knocked out, is the Prem in danger of losing one of the four places in the CL

Not for two years I think, though it would be delightful if it happens. English sides may take the Europa League more seriously.
 
The associations' club coefficients rankings are based on the results of each association's clubs in the five previous UEFA Champions League and UEFA Europa League seasons. The rankings determine the number of places allocated to an association (country) in forthcoming UEFA club competition.

Points system1. Each team gets two points for a win and one point for a draw (points are halved for matches in the qualifying and play-off rounds).
2. Clubs that reach the round of 16, quarter-finals, semi-finals or final of the UEFA Champions League, or the quarter-finals, semi-finals or final of the UEFA Europa League, are awarded an extra point for each round.
3. In addition, four points are awarded for participation in the group stage of the UEFA Champions League and four points for qualifying for the round of 16.

Coefficient calculationThe coefficient is calculated by working out an average score: dividing the number of points obtained, by the total number of clubs representing an association in that season’s two club competitions. The resulting figure is then tallied with the results of the previous four seasons to calculate the coefficient. Where two associations have the same coefficient, the association with the higher coefficient in the most recent season is placed first.

These rankings will be updated after each round of UEFA club competition matches.

So in summary, no.
 

There are numerous sides in transition currently and over the next couple of years. The money pumped into the Premier League currently before the international rights are sold again makes it easily the richest league going so all the hoo haa about Falcaos £430k weekly is going to be blown out of the water when Christ-iano returns and takes the record past the half a mill weekly rate.

Cash is king everything else follows that. The homegrown quota will be removed in under 10 years as already sides/clubs are finding ways around it.
 

Pretty much we would have to be utter rubbish for the next 4 years and Italy would have to be amazing.

So no, not very likely anytime soon.

If you look at 10/11 and 11/12 which will no longer count in 2 years, England will lose 2 good years and Italy 2 bad years so it's a bit closer than it looks

Would still require Italy to significantly outperform the prem though
