Times back page full of the story of Finley Burn's moving to City for £175,000 at the age of 13.

Apparently under Elite Player Performance Plan, City needed only to pay Southend £34,000 as compo but paid out big time to "beat Liverpool, Arsenal & Chelsea" to his signature.

Why would you send your kid to city, it's harder to break into city team

Gotta imagine the parents have possibly received some financial incentives. Ideally you'd be looking to have your kid at a side with a proven track record of promoting youth into the 1st team as and when they are ready.
 
State of the art training facilities and coaching staff, financial incentives, a (slim) chance at the big time but otherwise a real dominant power football club on your "footballing CV" to show your credentials. I see your point, but I think it would be hard to resist!
Yeah, I live in Southend, and it's a nice place, but Roots Hall is a dump, 5 mins at the City academy and I'll bet the parents already on rightmove looking for a new gaff in Manchester.
 

Aren't there rules against this sort of thing?

Surely children can't be bought and moved to the other end of the country.

Or have clubs just stopped predenting they don't do it now?

It's like us buying a Star Wars figure for £18 in the hope that, if we keep the packaging on long enough, it'll be worth £50,000 in about 60 years...
