Because the European competitions are more important than the cup. Except to everyone who isn't in the European competitions. In other words, it's a fix.

They had to make sure the champions League teams avoided the Europa League teams. This is because this week is CL, next week is EL, meaning that if teams from both competitions drew each other they wouldn't be able to fix the fixture in.

That's how I understand it anyway. I guess this is due to extra European games this season?
