Been visiting Cape Town many times in the last decade or so give and take and have never felt overly unsafe. Just be sensible. However I mainly visit areas around Long street or the V and A waterfront. Lots of fantastic restaurants and watering holes.

Yes. Water was rationed to prevent “day zero” which was estimated to be in April or May as they had a severe drought for a couple of years. It has rained a bucketload the past couple of months and dams are pretty much full again.
