I think the answer to that question was not as a two.

But as two in a three with a holding midfielder behind I never saw why not but at the time England refused to play a 4-3-3.

Yep this sums it up for me.

It's amazing when you think that in there prime 2 very good CM players, along with various brilliant options to play a DCM that England insisted to the death to stick with 4-4-2 when all other countries had retired it years earlier!

4-4-2 should be a swear word in modern football!
