Traffic is reduced - surely it's "working"!?
If they mean that they haven't met their target figures (74,000) I would guess that they didn't account for the reduction in overall traffic levels that would arise from charging, and like with any private company that falls short of the sales figures, they'll now have to incur the financial penalties for that, and if they can't restructure then then they will face takeover from someone more competent.
Perhaps they only won the contract because they presented the most optimistic traffic numbers? When I say privatisation I mean a real "sell to the highest bidder" auction, not a State-funded giveaway like right-to-buy.
