I wouldn't blame the chavs, more the fault of the sensationalist media in the UK. They'll get any breed banned given half a chance, our media is seldom interested in the truth because it doesn't sell newspapers.

There's no such thing as a bad breed, it's more a case of you being the wrong owner for the dog. I think the following things are important considerations when you're getting a dog:
Exercise requirements - actual and not what someone tells you. I've often found people will say a certain breed doesn't require much exercise, when in reality they're too lazy to walk their dog and their dog does actually thrive on being exercised more. There are dogs that suit different owners energy levels
Dominant breed - Not for everyone
Guard dogs - Again not for everyone
Pray drive - Not good to get a dog that's known for high pray drive if your neighbour has a cat for example
Food bills - Don't go for a dog that you can't afford to feed
Temperament - A definite must to read up on the temperament of the dog, again don't just rely on what someone tells you their own dog is like.
Breed specific traits/ attributes - what the dog was originally bread for, and what health issues are most common
My own personal opinion is that most dogs suffer from higher risk of illness because of what you're feeding them. Supermarket pet foods are bunk, some of them don't even contain meat. A good website to use, although a tad American centric, is dogfoodanalysis.com. The site will give you a good run down of what's exactly in the food, and decipher the jargon for you. Personally I'd only feed my dogs grain free foods.
I'd always start with thinking about what type of person your mother is, and then picking a dog that your mother would be a good owner for. A mongrel will live longer, so that's worth considering too
