I know very little about him or his chances at breaking through, but he just got called into camp for the United States U18 team. They're playing a couple of friendlies against the Germany U18 team later this month.

Hard to see a future with him at a club with Baines, Oviedo, and Garbutt. But if he can continue to develop... LB is a notoriously weak position for the USMNT.

If he's any good, then the club can sell Baines and Garbutt. Which means he's destined to become Goodison legend and Klinsmann will deploy him at RM. All hail the second coming of Hibbert.

Very true. Baines will likely be retired or a DM by the time he comes up, and a lot of things could happen in the mean time.

I'm assuming he has an American parent or parents. That's how another youngster Zelalem over at Arsenal is getting his eligibility. On Followtonians they said he moved to Liverpool when he was 11.

OS says he joined the Academy at age 11 (not that this disagrees with your statement, but maybe facts are bleeding together?). Born in Milton Keynes per the OS.
