To be honest, you are arguing against yourself. You want to ignore the murder rate per percentage of the population, this shows a more accurate result because countries with fewer people, should, have lower instances of murder. However you want to use it with regards to the crime rate. Here is the US State Department's advisories for both countries.

Does this not explain that if you are in a room with 1000 Westminster Residents, you are more than twice as likely to be a victim of crime, than if you were in a room with 1000 Liverpool residents?, total populations are immaterial.
Your best option is to stop listening to people in the media having cheap pops at Liverpool, oh and stay away from the Philippines, they appear to have a kidnapping problem (but we'll forgive them as they just send the money home to their parents)
