They are doing retractable seating on the track and I assume they'll do something about the sightlines from the rest of the seats. They're putting £150 million into it ffs, I'm sure it will be fit to watch a game of football by the time they're finished. Anyway, your post is just utter tosh; there was an empty stadium that has been built and West Ham are the prefered bidders, no business sense or contacts, it was a simple process and luckily (for them) a brand new stadium fell on their lap.
And maybe the reason they've put in for it is because its not £150m they need to spend, its more £20ish, the rest coming from the public purse.
