The better ones don't make so many wild guesses and tend to publish their articles closer to the sctual transfer when they know someone's likely to move.

Under those circumstances they only need to say that Player A looks likely to move to either Team A or Team B and they'll soon get a one in three hit rate.

Some journos actually do have sources too as well.
Plainly The Metro just make it up as they go along though.
