Would it be nice if winners of teritorial leagues played play-off for one spot in A League?
You mean the state leagues? They are nowhere near the level required to join the league, and financially couldn't afford to join the league, never mind be competitive.

Being from NZ, I support the Wellington Phoenix since they're the only kiwi team. Would love it if an Auckland team could join the A-league. Auckland City FC came 3rd in the 2014 Fifa Club World Cup. The crowds in NZ are rubbish though, if you stand up and sing people give you dirty looks. However hopefully that changes soon, a lot of the Australian crowds are getting into it heaps which is great to see.
you had a team and nobody watched them - even when they were not total gash, which is why they did a runner to the cake tin.
Mind you, Auckland that, won't get out of bed if they park and have more than 10m to walk.
Even the National Rugby Museum folded up there

Do you think that one day they could have promotion and relegation system in Australia? Brazil, China and Russia are big countruies and they have it. Maybe to award the place in A league play off for a winner of inter state leagues play off? Would that be financialy viable?

The difference between Australia and those countries is the population. There are just not enough people to support 2 or 3 teams in states like WA or SA.
Perth Glory are getting just over 10k at home games, the top state teams in WA are lucky to get 100 people. If they won into the A league, then maybe a thousand people would go to their games. When the shortest away game is Adelaide (2700kms), it just doesn't make sense.
Maybe in years to come when football is no longer the 4th most popular sport, something like you mention could be viable, but not yet.
