Think you'll find that Canadia is quite picky about who they let emigrate, financial irregularities in a persons past are a no no, and what is classed as a criminal record by them can include driving offences ... at any point in your life, not just ones active on your license.

I would say that is partly true for sure, but kids do what they want, but if you mean because the kids weren't put in line when they 3 or 4, they think it's ok to be little ****s? It's a good point. People are just irresponsible when it comes to their kids, that is definitely true.
