The Welsh "not" was in the 19th century, but my old man (Welsh speaker from the south) definitely did get the strap for speaking Welsh in school in the 1950s/60s. My generation don't speak Welsh but his grandkids (my nephews) ended up going to Welsh language school, so pretty amazing really...
