If another Premier league club signs them yes - it's called a development fee - but if they sign for a non Premier league club ( even a Scottish club ) then no fee is payable.
Newcastle are complaining because Udinese have made an offer to sign Longstaff with the apparent intention of the loaning him to their sister club Watford ( both owned by the same family ) , straight away in order to circumvent this rule.
